This policy applies to all Committees, Task Forces, and Working Groups. If there is any conflict between the policy and the Club’s by-laws, the Club’s by-laws shall take precedence.
Definitions
Committee is a formal group of MCRRC members assigned a specific mission necessary for MCRRC.
Task Force is a formal group of MCRRC members assigned a specific mission to address an acute project or finite task necessary for MCRRC.
Working Group is an informal group of MCRRC members assigned a specific mission or finite task for MCRRC.
Formation of Committees, Tasks Forces, and Working Groups
The MCRRC Board of Directors has the authority to:
- Create Committees, Task Forces, and Working Groups.
- Except as noted below, appoint and remove members (including the chair or vice chair, as applicable).
- Dissolve Committees, Task Forces, and Working Groups.
- Define the duties and deliverables for all Committees, Task Forces, and Working Groups.
- Outline the performance expectations for all Committee, Task Force, or Working Group members.
- Request regular updates on the activities and progress of all Committees, Task Forces, and Working Groups.
- Oversee duties regarding the outcome, approval, acceptance or rejection, or ratification of the actions of a Committee, Task Force, or Working Group.
Any Club members meeting or collaborating on tasks not defined by the Board of Directors as a Committee, Task Force, or Working Group do not officially represent the Club.
Committees
In consultation with the other members of the Board of Directors, the President will appoint any respective chair and vice chair of a Committee. The President or the designated chair may name members of such Committees. No Committee chair or vice chair may stay in the same position for over three years.
The members of a Committee should have the relevant knowledge, experience, and time available as necessary to carry out the duties of the Committee. Members of a Committee will ideally represent a broad cross-section of Club members; for example, from different training programs, pace groups, ages, genders, and races or ethnicity. In general, Committee members are expected to serve a two-year term on their Committee. An individual should serve at most three consecutive terms on any Committee. The Board of Directors may extend the duration of individuals beyond three terms when it is in the best interest of MCRRC (e.g., specialized committees with only a limited number of qualified members).
Each Committee will have one member of the Board of Directors appointed to act as a liaison between the Committee and the Board of Directors. The President will appoint the liaison in consultation with the Board of Directors and the chair. The liaison will attend Committee meetings and be the primary point of contact between the Committee and the Board of Directors. The liaison may be a member of the Committee but should refrain from acting as the chair or vice chair.
All Committees will be listed on the MCRRC website.
Task Forces
The Board of Directors will appoint any respective chair and vice-chair of a Task Force. The Board of Directors may appoint members of the Task Force, or the Board may delegate to the chair to appoint members of the Task Force. The Board of Directors may determine how long any respective chair and vice-chair may serve in that position, including the option of serving for the entire duration of the Task Force.
Each Task Force shall have one member of the Board of Directors appointed to act as a liaison between the Task Force and the Board of Directors. The President will appoint the liaison in consultation with the Board of Directors and the chair. The liaison will attend Task Force meetings and be the primary point of contact between the Task Force and the Board of Directors. The liaison may be a member of the Task Force but should avoid acting as the chair or vice chair.
Working Groups
The Board of Directors will appoint any respective chair and vice chair of a Working Group. The Board of Directors may appoint members of the Working Group, or the Board may delegate to the chair to appoint members of the Working Group. The Board of Directors may determine how long any respective chair and vice-chair may serve in that position.
